We need to keep ITU-T in mind when it comes to the use of referenes.

The W3C has apparently decided not to continue standardization of P3P
1.1.  The privacy policy section in the current draft of WS-XACML was
written against P3P 1.1, but unless there are objections, I will revise
it to use P3P 1.0 instead (which is actually simpler).
