P3P usage in WS-XACML

Colleagues,

The W3C has apparently decided not to continue standardization of P3P 
1.1.  The privacy policy section in the current draft of WS-XACML was 
written against P3P 1.1, but unless there are objections, I will revise 
it to use P3P 1.0 instead (which is actually simpler).
