Proposed Resolution for Rel56 and Rel47

Here are proposed resolutions for Rel56 and Rel47.

Rel47: Retry count/time duration
          How do we capture retry count and time duration.
          Seems to be in description in spec but not in schema.
          (See issue list for more detail)

Proposed Resolution:
     Put these parameters as configuration parameters
     in appendix. See Rel47 for detail.


Rel56: Describe all configuration information in the spec

Proposed Resolution:
    Create a configuration parameter list to be included
    as appendix in the spec. And include Retry count and time 
    duration in the list. We can add any other parameters
    later if we found.
