Closing plenary in Kars changed from 09:15 2011.09.23 to 11:00 2011.09.22

In order to maximize attendance, the time for the closing plenary in
Kars next week has been moved from Friday 23 September 2011 at 9:15 to
Thursday 22 September 2011 at 11:00.  The new time is:
