many thanks for this - i appreciate the difficulties your team have had.
 


my initial reaction is that this is a very comprehensive peice of work that
will save UBL much effort (and confusion).  I would like you to thank the
TaxXML TC from me on behalf of UBL.


I have also tabled this paper for discussion by the European government procurement
team.  I am optimistic that this will clarify many of their issues regarding
the taxation implications for using UBL 1.0  as well as establishing new
requirements for UBL 2.0.
