eBallot of CSD/CSDPR for OpenC2 Language Specification v1.0

Standing Rule 5 authorizes the TC co-chairs to submit a WD for CSD and/or CSDPR.

OpenC2 Language Specification
 v1.0 Working Draft 14 
has been submitted by the L-SC as ready for balloting as the next CSD / PRD version of the document.

As a co-chair of the TC, I approve the eballot and authorize TC secretary to prepare/issue the eballot
 on making this WD a CSD and submitting for public review as a CSDPR.
