The benefits having a standard time far out weight any limitations that might occur for a SC.  Give the tempo and amount of work we need to do, it would be good to try and have as many people engaged as possible. The best way to do that is to have predictable
 times that people can mark off on their calendars.

There is no guarantee that they will be able to attend all of the meetings, but at least they do not need to play wack-a-mole with trying to figure out when a meeting is going to take place.

I will make a statement against this proposal;  I am OK with the idea of

stating that 13:00 Eastern is preferred, but I do not see the value in 

artificially constraining our subcommittee chairs and/or team leads.  I 

disagree with making this some sort of rule (other than a rule of thumb)

All,

I would like to motion that we move and set all OpenC2 meetings to be at 13:00 

ET, regardless of the day.  This will make it easier for participants to have 

predictability in the schedule and will prevent conflicts when SC and working 

groups pick ad-hoc times.
