A couple of things:
If my memory is correct, Carlos had volunteered to be the
maintainer for the repo.
Folks should check out the Xguidelines and procedures for
OASIS open repositories:

We need to hold a vote at a TC meeting to request a new open
repo. I think we should have all the necessary info --
description, maintainer, whatever we need to request the repo --
settled before we vote.
