New Open OASIS repo for specializations not part of the standard

I have an action item from 22 June 2021 to look into creating a
      new open GitHub repo. I've sent an e-mail to Chet Ensign asking
      where the form to do this has moved to ...

    
A couple of things:

    
      
If my memory is correct, Carlos had volunteered to be the
        maintainer for the repo.

      
Folks should check out the Xguidelines and procedures for
        OASIS open repositories:

We need to hold a vote at a TC meeting to request a new open
        repo. I think we should have all the necessary info --
        description, maintainer, whatever we need to request the repo --
