The issue is that I don't think that this is accurate declaration as the
document contains similarities to the document that was produced in the
WSS-TC discussion group of which there was no IP declaration. So I'm
challenging the origins and IP of the document.

I
posted the IP statement back in July.  The same statement holds for the
current draft.  We intend this to be a specification that is royalty-free
to implement and use.
