In "4.1.6 Specifying SOAP Headers in Root Part", the requirement
statement R2906:
R2906 A a soapbind:header element in a DESCRIPTION MUST NOT be
included in a mime:part that is not the root part, containing the
soapbind:body element.
The second "a" is redundant and must be deleted.
