Possibly solved by UBL-2.2 and therefore would not impact the UBL-2.2 Data Model:

UBL2.2 TenderingCriterionResponse is associated to a ValidatedCriterionRequirement through its ID  and the TenderingCriterionResponse aggregates 0..n ResponseValue elements.
