I read the XML Rec as defining validating processors as being a subset of non-validating processors.  If so, Alex's concerns are unfounded.  Isn't a "validating parser in 
non-validating mode" a  "non-validating XML processor"?

But do note that the W3C uses a hyphenated form --  "non-validating" -- which we should probably copy, since it is a name of a conformance class in their specification.
