In my honest opinion it is clear that term "text" in the specification text of property style:text-blinking denotes the characters. As this property belongs to <style:text-properties> which specifies the formatting properties for text - see 15.11.12 of ODF 1.2 CD03. Here the term "text" denotes the same as the term "text" in the specification text of property style:text-blinking.

My proposal is to resolve this issue with "no action" and then close it. Any other opinions?
