Talking candidly, my fear is that there is not enough interest or vision
to support the construction of a useful standard at this time. The idea
of keeping this process alive artificially doesn't make much sense.  

Perhaps it's an idea before its time?

Perhaps not enough people are aware of the opportunity?

Certainly there are very few people with the knowledge of the
requirements and also the ability to construct a valid standard. 

As you're aware my time is limited for the next 6 weeks so I figure the
first thing is to complete an adequate Charter for the TC.

If you have the time to support the early days of the TC then with two
pairs of hands I'd continue as a co-chair until we can pass the baton on
to people who have a direct and specific interest in this standard.

This would give us two days to finish a Charter. John Messing has put
his hand up to support this process and he's always sensible so perhaps
the right approach it to create the TC and encourage broader
participation.
