Right. My guess is someone being interviewed used the term "web services
transaction language" in the generic sense, and due to a reporting or editorial
mistake, that became "Web Services Transaction Language".

The InfoWorld article mentioned implementation details (WebSphere, EJB). There
was an EJB implementation of WebTransact (the framework that uses WSTL) as an
undergraduate project, but there don't seem to be others.
