Other drivers:

1. Partner relationships. For example, Amazon Web Services (AWS) has APIs for
sellling, merchandising, etc.

2. The enterprise might have an installed base of software from ISVs who've
integrated Web services (SAP, Baan, Peoplesoft, Siebel and others).
