It's not just that they make it mean something more specific, but it's
also a shift in meaning.
Most W3C Web Services will probably not be "on the web" in the way most
people use those words: You won't see anything when you point a
web browser at them.
We're currently working on something which can be used by both humans
and machines (HTML forms and SOAP), and I'm using the words "Web
Service" for both. It would be insane if a service using web technology
can't be called a web service.
