The benefit is that text which *might* contain control characters,
but usually does not, can be injected into the content of an element
or attribute without having to Base64-encode it out of paranoia.
It is of course possible to Base64-encode only when a control character
actually appears, but then some means (in-band or out) must be used
to signal the presence of B64 encoding (as opposed to eccentric
plain text). Furthermore, this choice complicates the decoder.
