Interestingly, SGML uses the Record Start, Record End approach.

XML threw this out, in favour of the more Webby newline approach:
"map to #A".

The fact that IBM uses NEL for newlines may be a good enough
reason for adding NEL to the list of characters to map to #A,
but does not mean that XML 1.0's decision to support lines rather
than records needs to be revisited.
