home page updated w json,rest wd profiles, w couple minor issues

Note: I have updated the web page w the latest drafts of the JSON
    and REST profiles.

    There were a couple things I noticed that we might want to address:

    
      
The new json profile, wd23, is still listed as Version 1.0; I
        think it should be Version 1.1

        The name of the profile is unchanged otherwise:Â "JSON Profile
        of XACML 3.0 Version 1.0"

        Note: I named the link version 1.1 on the page to try to prevent
        confusion assuming it will be fixed.

        

      

      
The new rest profile, wd10, "is" listed as Version 1.1, which
        is another reason to change

        the version in item 1 to version 1.1 also.

        The name of the new rest profile has changed from:

        Â "REST Profile of XACML v3.0 Version 1.0", to:

        Â "XACML REST Profile Version 1.1"

        Ânote: aside from the version, the "3.0" is dropped, and the
        XACML<->REST has been reversed.

    
    
I think we should come to agreement on consistent naming before
      these go to CS.
