for an example how we used the XACML obligation mechanism to perform rewriting of intercepted Web Service requests (or responses – if that is not unavoidable) see the “OGC Authoritative AIXM Data Source Engineering Report” from page 51 onwards (cp. https://portal.opengeospatial.org/files/?artifact_id=46019). A much more detailed introduction to the related concepts can be found in my phd thesis from section 4.4.6 onwards - unfortunately only available in german (see http://mediatum.ub.tum.de/doc/1086585/1086585.pdf).
