The document has been replaced with one that should be thoroughly scrubbed:

(grep didn't pick up some stuff in the ODT file ;)

As the intent of the TC vote was to submit a draft with the references set to wd-15, this is being treated as solely a typographical error and this new file is being submitted to Oasis for CS status and Public Review without additional voting.
