Here is the initial stub article on the wiki w/ regards to the differences between XACML 2.0 and XACML 3.0.

The article is meant to be "pig latin" i.e. not a strictly technical comparison of the specs but rather a look at what changed in terms of functionality and what it means for users.
This is only a beginning based on notes we have at Axiomatics. Your input is welcome.
