Rejection: CSD Creation / Upload Request for XACML v3.0 Core andHierarchical Role Based Access Control

Hello XACML TC,

This is a bit embarrassing.  I have to reject this one too.

- The TC approved a single document stored in Kavi.

- A significantly different document (apparently) by the same name was edited as late as 5 days after the meeting, and included in a ZIP file which was referenced by the document processing request, http://tools.oasis-open.org/issues/browse/TCADMIN-606.

Here is the basic part of the related TC Process:  Please let me know if this is too complex for you to understand.

- Prepare your documents BEFORE the meeting where you expect to approve them.

- Load them to Kavi in a ZIP file (if more than one document), and make a note of the URI.

- In the meeting, refer to the EXISTING documents in Kavi and approve them.

- Use the same link in your minutes as you use in the document processing request to TC Administration. (preferably using the publicly-accessible link, i.e.,  http://www.oasis-open.org/committees/download.php/....)

Appears to have similar issue as TCADMIN-605 - Initially, link to document approved by TC does not match the working draft URI cited in the request ticket. 

Maybe okay... There is only one MS-Word document, (ZIP contains MS-Word, PDF, and HTML versions and this may be acceptable if document is the same.) 

Document referenced by TC motion in Kavi contains lots of markup from "Track changes" - not really usable.

Attempting to load the document from the ZIP file into MS-Word 2010 resulted in serious warning that document could damage the computer, and with document opening in "Protected View". Significant change in size from approved document in Kavi leads to concern about embedded virus or other problem. Processing stopped. 

This request is rejected.
