conformance tests

I was poking around the wiki and it appears that the conformance tests generated for v2 as enumerated here: https://www.oasis-open.org/apps/org/workgroup/xacml/download.php/14877/ConformanceTests.html Per this entry they have been checked in so in theory the trunk of the svn repo contains the v2 conformance tests.
