CD-1 issue #23: overloading of term "individual"

The issue number refers to the XLS-sheet found in this email:

The commenter thinks that the text is confusing since it uses the terms 
"individual <Attributes> element" and "individual resource", which makes 
use of the word "individual" in two different meanings. He thinks it 
should be changed to "separate <Attributes> element".

I think the text is fine, so I propose no changes. Or do others think it 
is confusing?
