XACML and RDF wiki page

As discussed in meeting of 2009-08-27, I have created a wiki page on the
subject of XACML and RDF.

http://wiki.oasis-open.org/xacml/XACMLandRDF

I have more to add--it is a big topic and there are several different
aspects to discuss. If you have any feedback or questions, please let
me know, or edit the page yourself.
