Comments from the XACML 3.0 CD-1 public review

All,

I have collected the comments which we got on the XACML 3.0 CD 1 public 
review into the attached spreadsheet.

I have proposed some actions as well, but these are so far based on my 
personal opinion only and do not in any way reflect the opinions of the 
TC as a whole.

Let me know if I forgot to include any comments.
