New OASIS Specification Templates and Guidelines now Available

OASIS has issued new templates for specifications, along with new
guidelines.  I have not checked to see how different they are from our
existing specs.

I believe Erik and I are the only ones affected by this, but there may
be others who will be editing specifications as we go along.
