OASIS copyright statement in schemas

We had a request to insert an OASIS copyright statement into our 
schemas.  For those who care about this, is it sufficient to insert:

<!-- Copyright OASIS Open 2006. All Rights Reserved. -->

immediately after the <?xml ... line at the start of the file?
