The TC process, naming guidelines and the delegation draft

I had a look at the new OASIS TC process and the naming guidelines. I
have some difficulty understanding them. Could someone familiar with
them say if there is anything that needs to be changed with the
delegation draft? Its filename? Its format? Its layout? The URIs in it?
