W3c IRIs (Internationalized Resource Identifiers) were mentioned on
the TC meeting. I think that XACML is ok on this subject. According to
this link:
http://www.w3.org/International/O-URL-and-ident
XMLSchema anyURI type is used for IRIs, and XACML uses this type for urns.
