regrets for tomorrow's xacml telcon...

I'm sorry, but I won't be able to make the telcon tomorrow - some 
unscheduled events creeped up...

Also, I've made more changes to the xacml-3 doc, but i'm not happy with 
it yet - again, unfortunately no time to focus right now - sorry as I 
was on the critical path there.
