generalization

simon and i think we have come up with a reasonable strawman for the 
generalization proposal. the delays have come from wrangling with the 
complexities of combining conclusions. we think we have a workable 
solution but it meeds to be cleaned up so i will try to have an updated 
version of tim's proposal out this week.
