hierarchical resources: action implication

Colleagues,

I just sent an instance of my proposed method for handling
hierarchical resources to the list.  The instance is for the Unix
File System resource type.  I believe most other useful
hierarchical resources can be handled in the same way.

I ran into problems attempting to address implied actions.  I
believe Simon's proposal will prove to have similar difficulties,
but I need to review first.  Once I have done that, I will send
mail describing the problem.
