[xacml] Section 7.5

The second to last paragraph in Section 7.5 says "If a decision value of
"NotApplicable" is returned, it means that the PDP's policy is not
applicable to the request, implying that the PEP should send its request
to another PDP.

I think we should get rid of "implying that the PEP should send its
request to another PDP" which contradicts the later sections.

Agree?
