[xacml] AA01: Remove Table 4 - Attribute Identifiers from A.13.1

Text change: Remove "Table 4 - Attribute identifiers"

Rationale: This table is no longer part of the normalization step
for x500Name types and is no longer referenced.  The description
of normalization now simply refers to IETF RFC2253.
