RE: [xacml] Revised specification

I could not get to the appendix write-up in the recent days to finish it:
but here is a fairly complete draft.  Should be enough to discuss few points
that need clarification.
They are in Microsoft Office format - pardon the inconvinience.
I would appreciate any corrections/additions.
