[xacml] Functions with no argument

..as a follow up on the last point in this morning discussion:

probably one of the first function with no arguments one may want to use in a rule would be ones returning current date and time.  Why not make it

part of the standard?  like xacml:currentDate and xacml:currentTime, referring to the evaluation GMT time..
