[xacml] <target> in PolicyStatementType,PolicySetStatementType

re: v0.13b.xsd:

In "RuleType", for element name="target", minOccurs="0".
In "PolicyStatementType" and "PolicySetStatementType", however,
there is no "minOccurs".

Can we please have minOccurs="0" in PolicyStatementType and
PolicySetStatementType?  I'm finding I can rarely use <target> in
trying to specify Java policies, so it is cleaner to be able to
omit it.
