Subcommittees

Joe Pato and Bill Parducci have both said they would like to be on a
Security and Privacy Subcommittee. One more volunteer and we will officially
have a subcommitee.

Also, it would be useful if those folks on the subcommittees could come up
with some brief scope/work statement.
