Just 
in case anyone is confused (as I was), the vote for Committee Draft requires 2/3 
for and not more than 1/4 against.

 

The 
vote to submit, on the other hand, only requires a simple 
majority.

 

Note 
that the % given by Kavi is of the votes cast, not of the 
membership.
