[wss] friendly amendment to proposed motion

Proposed friendly Ammendment motion:

This technical committee resolves to identify within its 
specification(s) the means by which the security requirements and 
capabilities of web service providers and consumers are represented and 
interpreted to support the interoperable use of the security mechanisms 
defined by the technical committee, especially in support of any 
interoperability demonstrations the technical committee advocates.

Original motion:

This technical committee resolves to identify and define within its 
specification(s) security policy and policy negotiation procedures to 
support interoperable use of the security mechanisms defined by the 
technical committee, especially in support of any interoperability 
demonstrations the technical committee advocates.
