[wss] inconsistency re digest security - draft 6 8 Dec 02

in draft 6 8 Dec core is there an inconsistency regarding the protection afforded
with digest password?

[452]-[453] says no real additional security with digest, should use secure transport
[1482] says if transport does not provide confidentiality, digest should be used
