Re: [wsrp-wsia] [change request #207] PortletDescription dependent onUserContext?

We dropped the UserContext argument from getServiceDescription() since it 
is reasonable to assume it is the administrator of the Consumer. Keeping 
it on getPortletDescription() permits the Producer/Portlet to indicate 
what a particular user can access, though I am unsure how useful 
implementations will find this. I would prefer to leave it for v1 and 
review usage as implementations become available.

New text: For producer offered portlets a producer MUST return a 
semantically equivalent portlet description to the one returned by 
getServiceDescription. Only localization information may vary subject to 
request arguments. This implies that the userContext argument can not 
affect description of producer offered portlets.

Reason: Avoids potential inconsistencies. Should we have dropped the 
userContext argument to getPortletDescription to avoid above statement?
