Successfully Using?

[2] is a Call for Vote, which references [1].  Item #4 from [1] is copied 
below with links [3,4,5,6] to certification statements.

These statements are very brief, and only say (more or less) xxx has 
successfully used the WS-Reliability committee draft 1.086 approved for 
final submission to OASIS, consistent with the OASIS IPR Policy.

Is there any discussion of what it means to be "successfully using" this 
(or any) OASIS spec?
