consolidated proposals for resolution of Chris F comments

attached is a table which consolidates all the proposals to resolve 
Chris F comments.

We should go thru this at the meeting on Tuesday, along with the 
comments from Mark Peel, and the
changes from last week's meeting from Doug B.

I will send out a full agenda before the meeting.
