I agreed to locate boilerplate text that describes the new OASIS
comment procedure.  The OpenOffice samples

are the most recently updated documents in the SpecTools section,
and indicate that the two sentences that begin "Others should ..."
(at lines 19-22 of WS-Reliability 0.999) should be replaced with:

  http://www.oasis-open.org/committees/comments/form.php?wg_abbrev=wsrm.
