Partial proposal for action 042904-1

Add the following to the Fault table (this is non controversial, and has 
been added to the schema.

Iwasa should apply the new table row to the next editors draft. The 
other requirment needs further discussion.:

GroupAborted

All processing for the Group associated with the reliable message 
request has been aborted by the Receiving RMP. No subsequent messages 
within that group will be delivered by the Receiving RMP.

Note the minutes stated the following:

/It MUST be sent by Receiving RMP for any request on that aborted group./

I think this statement is too strong, since it would require the 
receiving RMP to remember aborted group IDs forever.

Perhaps, a better requirement is that all outstanding message requests 
which have not been acked MUST have this fault returned before the state 
for that groupID is erased by the Receiving RMP.
